Strategic Plan Implementation
Implementation of the UNM IT Strategic Plan will require a concerted and collaborative effort involving a broad-based network of partners throughout the University. A firm foundation upon which to launch and sustain the UNM IT Strategic Plan must be established. To accomplish this, the following structures, processes and roles have been identified. Establishing an infrastructure that ensures accountability is central to the success of this endeavor.
IT Strategic Plan Roles
IT Governance Council
- Endorses the directions, strategies, plans and deliverables of the IT Strategic Plan.
- Supports the execution of the plan by aligning resources with approved objectives.
- Ensures positive, proactive internal communication regarding this coordinated IT effort.
Office of the CIO
- Coordinates broad campus involvement in the development and annual updating of the IT Strategic Plan.
- Provides administrative support for the accomplishment of the IT Strategic Plan (templates for planning and status reporting).
- Ensures communication to the campus and the interface for the IT Strategic Plan with Executive leadership of the University.
- Convene Strategy Owners regularly to ensure alignment, monitor progress on milestones and evaluate results.
Strategy Owners
- Lead cross-campus teams in defining, planning, implementing and measuring Initiatives and Activities, ensuring that they are doable and appropriately support the strategy as a whole.
- Convene their respective teams on a regular basis to implement strategic initiatives and activities, identify and remove obstacles to success and report on progress.
- Provide regular communication and status updates on strategy implementation, providing the CIO with the dashboard of measures that will be presented regularly to the Governance Council.
- Support activity owners to identify and secure human, technical and financial resources required to accomplish their goals and objectives.
Activity Owners
- Develop and implement project plans for their respective activities. Identify all resources required to achieve the plan.
- Monitor, coordinate and report on activity work. Collect data to feed the IT strategy dashboard.
IT Strategic Plan Implementation Coordinator
- Provides support for Strategy Owners and Implementation teams.
- Serves as a single data collection point for plans, deliverables and progress.
- Monitors adherence to timelines and accomplishment of milestones.
- Works with the CIO to understand and maintain overall status of the Strategic Plan deliverables.
Some Initial Steps toward Success of the Strategic Plan
- CIO Central IT Services Organization Realignment
The CIO organization currently is comprised of Project LINK, and the CIRT and Telecommunications Departments. The CIO leadership team is in the process of:- Converging the organizations that support converging technologies; specifically voice and data networks initially and, after the switch project, first-line customer support services. After Project LINK is completed, applications services will also be realigned to ensure that Banner software and administrative systems are effectively managed.
- Defining groups according to services provided (not technologies).
- Aligning budgets with services to more consistently identify costs of services.
- Identification of Strategic Plan Implementation Coordinator
- Identify, convene and charter Strategy and Activity Implementation Teams
IT Strategic Plan Progress Monitoring
- Bi-weekly:
- Strategy Owners convene to assess progress, surface issues and troubleshoot challenges.
- CIO meets with the EVP for Administration to provide status report.
- Monthly:
- Strategy updates provided to the IT Cabinet and the IT Governance Council.
- Quarterly:
- Assessment of overall progress shared with UNM leadership and stakeholders.
- Annually:
- Generate the IT Strategic Plan Annual Report and evolve, as needed, the plan for the coming year.
